Security and Common Ground in the Euro-Med Partnership

Abstract

During the six years that have elapsed since the signing of the Barcelona Declaration, the concept of security has proved central in the debate between the Northern and Southern Mediterranean Partners. To date, this debate has not yet generated a shared concept of security and has thus not allowed for the consolidation of that common conceptual ground needed for the Euro-Mediterranean Partnership. The paper, based on deliberations of the EuroMeSCo IAI-AEI Working Group on “The Euro-Med Charter: Searching for Common Ground”, explores three concepts of security: comprehensive security, human security and global security, in order to identify some Euro-Med common ground.
