The Role of Non-State Actors in Digitised Migration Management. The Impacts and Limits of Digitalisation on the EU’s Externalised Migration Control in the Mediterranean

Abstract

As digitalisation is gaining more importance and momentum in the European Union (EU)’s cooperation with its Southern Neighbourhood, the EU is aiming to dwell more and more upon digital technologies to mange its borders and migration flows. However, in a field as politicised and overly scrutinised as migration management, is an Automated Decision-Making possible in the Mediterranean? How does the use of digital technologies in the field of migration management impact the agency of non-state actors (NSAs) in the Mediterranean?

This Policy Brief provides recommendations on how to avoid side effects of digitalisation in the field of migration management for EU policy-makers. It enables to understand the new space for NSAs’ action and the uncertainties it generates in order to improve the approach adopted with regards to migration and border management in the Mediterranean.
