Youssef Chahed, Head of the Tunisian Government, visits HR/VP Federica Mogherini before the EU-Tunisia Association Council on 15 May

The head of the Tunisian government, Youssef Chahed, met with Federica Mogherini, the High Representative of the Union for Foreign Affairs and Security Policy, on 24 April in Brussels, a few weeks ahead the EU-Tunisia Association Council on 15 May. The High Representative and the Head of Government, expressed their shared desire to deepen the cooperation, with even more tangible results for Tunisian citizens. The Libyan crisis among other regional issues were also discussed during the meeting. For what concerns the Tunisian municipal elections of 6 May, the High Representative reiterated their importance representing another decisive step in strengthening the country’s democratic process. During his meeting later with the members of the Foreign Affairs Committee at the European Parliament, Chahed said: “on the 6th May there will be the municipal elections which will kick off the process of decentralisation. The Constitution talks about a decentralised State and this is the starting shot really for this, a major challenge, and it may change entirely the way in which Tunisia develops”. Chahed raised some irritants including the issue of the EU’s black list of third countries thought to be at “high risk” of money laundering and terrorist financing (which was introduced under the EU’s Anti-Money Laundering Directive and following the lead of the international Financial Action Task Force). Chahed expressed his country’s willingness to overcome some of its major challenges saying: “there will remain cautious threats out there all the time: the return of foreign fighters is something that always will involve a risk and additional risk let’s say. We are developing a lot of legal instruments to deal with these threats, in 2015 we voted for a law, an anti-terrorism and anti-money laundering law to set out a framework to deal with all these challenges”.
