EuroMeSCo contributions reflected in the Pact for the Mediterranean

The Pact for the Mediterranean was launched today in Brussels by President Ursula von der Leyen, Vice-President Kaja Kallas, and Commissioner for the Mediterranean Dubravka Šuica. This new framework aims to strengthen cooperation and shared prosperity across the region, grounded in co-ownership, co-creation and joint responsibility.

As part of the reflection process leading to the Pact, EuroMeSCo organised a series of Consultation Events in Rabat, Cairo and Brussels, gathering over 300 policymakers, researchers, youth and civil society representatives. Many of the priorities voiced during these dialogues — on youth and skills, innovation, green transitions, and shared governance — are now reflected in the final Pact.

From consultations to the Pact: what was integrated

The visuals show how regional actors’ proposals — from co-ownership and inclusiveness to skills development, employability, and youth empowerment — have shaped the three main pillars of the Pact:

1️⃣ People as a driving force for change, including education, mobility, and youth participation.
2️⃣ Stronger, more sustainable and integrated economies, focusing on innovation, start-ups, clean energy, and blue economy.
3️⃣ Security, preparedness and migration management, promoting resilience, crisis prevention, and coordinated regional responses.

They also highlight the Pact’s commitment to green, blue and digital transitions, start-up support mechanisms, and joint governance structures to ensure implementation and accountability.

As the Pact moves from design to implementation, EuroMeSCo will continue to support inclusive, evidence-based dialogue across the Mediterranean — ensuring regional perspectives remain central to future cooperation.
