EuroMeSCo policy seminar at the Quai d’Orsay

On 13 October 2025, the EuroMeSCo network, in collaboration with the Interministerial Delegation for the Mediterranean (DIMed) and the European Institute of the Mediterranean (IEMed), held its first “Séminaire de rentrée” at the Quai d’Orsay, headquarters of the French Ministry for Europe and Foreign Affairs.

Under the theme “Geopolitical snapshot of the Mediterranean: regional dynamics and levers for french foreign policy”, the event gathered diplomats, researchers and policy experts to discuss regional trends, foreign policy priorities, and new levers for cooperation across the Mediterranean.

 

Taking Stock of Regional Dynamics

Discussions focused on geopolitical and socio-economic shifts shaping the Mediterranean today — from evolving alliances to shared environmental and human challenges. Participants explored how these developments influence France’s and Europe’s approaches to the region.

Opening the session, the Ambassador and Interministerial Delegate for the Mediterranean emphasised the need to maintain constructive dialogue between both shores, despite ongoing tensions.

 

Mapping Opportunities for Action and Influence

The second session examined policy levers and project-based approaches to strengthen France’s engagement in the Mediterranean, in line with the new Pact for the Mediterranean.

The discussions highlighted the importance of bridging policy analysis and diplomatic action to advance shared objectives and reinforce Euro-Mediterranean cooperation.

 

A focus on Lebanon and Syria

The lunch session provided an opportunity to exchange on the situation in Lebanon and Syria, two countries at the heart of regional transformations. Participants discussed the complex humanitarian, political and social dynamics at play and reflected on possible avenues for renewed engagement by France and its Mediterranean partners.
