Consultation Circles 2025: Expert voices and reflections on the new Pact for the Mediterranean
Abstract
Over the last six months, the European Commission has launched a broad consultation to design a renewed Euro-Mediterranean partnership — the New Pact for the Mediterranean, led by DG MENA under the leadership of Commissioner Dubravka Šuica.
To support its design, the IEMed joined forces with the Commission to facilitate regional reflection and structured dialogue—most notably through the EuroMeSCo network, which brings together 120+ think tanks and research centres from across the Mediterranean.
The newly released Consultation Circles report marks a milestone in this process, capturing the key takeaways from a series of regional dialogues held in Rabat, Cairo, and Brussels, as well as insights from the 15th EuroMed Survey—all aimed at building a more inclusive, grounded and future-ready Pact.
The Consultation Circles brought together almost 300 stakeholders, including public officials, civil society leaders, youth representatives, private sector actors, and academics. The cycle officially launched on 8 April 2025 in Brussels, in a high-level event chaired by EU Commissioner for the Mediterranean, Dubravka Šuica, and featured directors from DG MENA and key researchers from the EuroMeSCo network.
