Dialogue Workshop “Transformation in Tunisia: The First Five Years”

In the framework of the EuroMeSCo ENI Project, the Finnish Institute of International Affairs organises a workshop on 4 November in Tunis, whose aim is to present and discuss with policy makers, academics, researchers and practitioners of various fields, preliminary research results of the research group on Tunisia.
The workshop will review and assess the social and political developments in the country since 2010, with a focus on governance, security, economy and religion and reflect on the major impediments to the achievement of revolutionary goals.
Participation to this workshop is by invitation only.

Dialogue Workshop “Mapping Migration Challenges in the EU Transit and Destination Countries"

On 26 October, the Institute of Foreign Affairs and Trade hosted a workshop in Budapest on challenges related to the influx of migrants and refugees into the selected EU transit and destination countries.
Members of the EuroMeSCo research group on migration had a chance to present their initial research findings to the other participants, including researchers from the network, as well as key experts and practitioners on the issue.

Dialogue Workshop “Future of Syria”

Last October 11, the Global Political Trends Center organised in Istanbul a workshop entitled "Future of Syria". 30 participants, including researchers from the network, civil society representatives and academics discussed the preliminary results of the EuroMeSCo research group on the future of Syria. Among the main issues debated were national reconciliation and protection of minorities; military, security and counter-terrorism; state-building; and peace-keeping, reconstruction and development.
The event was organised under EuroMeSCo ENI Project, co-funded by the European Union and the IEMed.

EuroMeSCo Policy Briefing vol. 2

The second edition of EuroMeSCo Policy Briefing took place in the headquarters of the EEAS in Brussels on 21 October. The meeting, whose focus was on Tunisia, was attended by the representatives from the EU Council working group dealing with Maghreb-Mashrek (“MaMa”). EuroMeSCo was represented by Hamza Meddeb (ECFR, London). The meeting was held under Chatham House Rule.

Counter-Terrorism Policies in Egypt: Effectiveness and Challenges

This paper attempts to provide a comprehensive analysis of the national policies adopted by the Egyptian government to counter domestic terrorism since the election of president el-Sisi in June 2014. It argues that the dispersal of the Muslim Brotherhood sit-ins in Raba'a square and al-Nahda square in August 2013 unleashed a more complex wave of domestic terrorism in comparison to the waves of terrorism the country encountered decades ago. It also argues that the counterterrorism policies adopted at the national level to confront this wave are developed along the way in light of the lessons learned from confrontations with the terrorists.
The paper is divided into three sections. The first section identifies the main aspects of this new wave of domestic terrorism in Northern Sinai and in the mainland. The second section examines the counterterrorism policies adopted at the national level through a model of analysis containing three levels: targeting the terrorists, helping the victims, and preventing the spread of radicalism. The third section identifies the challenges that limit the effectiveness of these policies.
The conclusion suggests a number of policy options to the Egyptian government and its European partners to strengthen the capacity of the government in countering terrorism.

Libyan Political Economy: Political Conflict, Crisis Management and Structural Reform

The ongoing political division and armed conflict in Libya have overshadowed the critical stage Libyan economy has reached. Libya’s only source of income, oil exports, was repeatedly threatened due to the fact that it became an integral dimension of the political and military conflict. Over the past two years, Libya’s oil production was reduced to levels that can hardly sustain the Libyan state. However, the political division and its effects are not the only problem with the Libyan economy. Any attempt of economic reform in Libya must address the structural faults that emerged as a result of Libya’s total dependence on oil revenues. Reforming the Libyan economy could be used as a tool to bring about political stability in a very troubled region.
