Instituto de Estudos Estrategicos e Internacionais (IEEI)

Director and EuroMeSCo "liaison officer": Mr. Luis Pais Antunes
General Statement
The Institute for Strategic and International Studies (IEEI) was established in 1980 as an independent non-profit organisation devoted to research and the fostering of debates on international affairs, defence and security issues. In its twenty-five years of activity, the IEEI has established not only a national, but also an international reputation, as the leading Portuguese centre dealing with international relations. In Portugal, it has helped to establish a previously non-existent tradition of study and debate in this field.

The Institute organises numerous conferences and research workshops (on average three or four a year), which are attended by leading international experts on the field. A policy-oriented institute, the IEEI has sought since its inception to bring together experts and decision-makers, military and diplomats, politicians and journalists, students and business people.

The IEEI is composed of a core of permanent directing and research staff and draws from a wider group of research associates for specific projects. Aside from adopting a multidisciplinary approach in its work, the IEEI makes every effort to involve individual scholars, specialists and institutions from the regions and countries under study. Thanks to this long-established practice, the institute’s working relationships with centres and individual researchers and scholars, especially in North Africa and the Middle East, Southern Africa, South America and Eastern Europe, are varied and extensive.
Areas of work
Activities currently focus on the following regions: Europe, the Mediterranean and Middle East, Africa, Latin America and Southeast Asia. The main areas of investigation, cutting across all regions mentioned, are integration; regional/inter-regional/international cooperation; foreign, security and defense policies (at both a national and European level); political transition; security and stability.

Membership to other networks
The IEEI is a member and co-founder of the TransEuropean Policy Studies Association (TEPSA), as well as of the EuroMeSCo secretariat. The IEEI is also a member of the European Foreign Policy Research Network (FORNET) and GARNET (Network of Excellence on Global Governance, Regionalisation and Regulation: The Role of the EU), and it is a member of the board of the Observatory of the Relations between Europe and Latin America (OBREAL/EULARO) and of EU-CONSENT (“Constructing Europe” Network).

Recent publications include the bi-monthly magazine "O Mundo em Português", the bi-annual "Estratégia" focusing on peace and security issues, the "Cadernos do Lumiar" on specific research projects, as well as numerous studies related to international affairs.
