Selected experts will provide trans-Mediterranean views on topics such as the EU response to the Arab Spring, the role of civil society in the new Mediterranean landscape, Security Sector Reform in Arab countries and the emergence of Islamist democracies in southern Mediterranean countries, among others.
The first papers have been written by Hanaa Ebeid and Pol Morillas and Eduard Soler i Lecha under the title “The EU and the Arab Spring, one year after”. ()

This paper explores the new emphasis on Turkish foreign policy brought about by the Arab Spring and its possible ramifications for Turkey’s relations with external actors. Gallia Lindenstrauss, Associate Researcher at the Institute for National Security Studies (Israel) includes in this paper a brief background on both Turkish initial reactions to the Arab awakening and Turkish foreign policy under the AKP, the notion of the Turkish model and the impact that the Arab Spring is already having on Turkish relations with various actors in the Middle East and beyond. Very often presented as a model, the Spanish transition to democracy offers some lessons and errors to be taken into account by Southern Mediterranean countries. The author argues that the Arab countries should not try to strictly follow previous democratisation experiences because each process is based on its own historical, cultural, religious and socioeconomic conditions and on a correlation of political forces that are by nature different in every country. Nevertheless, the regime didn't keep its promise and the post-2005 political process never fully took off. While the region started to demand the creation of free, open and fair political systems Lebanon seemed stuck in the past. Could it really be that Lebanon has been the exception of the so-called Arab Spring?

This paper analyzes the deep-rooted problems of the prevailing political economy in the Arab region. Throughout the past two decades, neoliberal economic reforms were initiated forcefully in the development of the region. These economic reform projects, like privatization and free market economy, have substantially increased GDP growth and human development, such as access to education and healthcare. However, they have proven futile in the attainment of an equitable distribution of income, in increasing the living standards of individuals, and in alleviating poverty.After two decades of economic reform and structural adjustment projects, the overall organization of political and economic power has been conveniently manipulated by and into the hands of a few elites. The rule of law, transparency and good governance were not effectively implemented.It will be argued that subsequent Arab governments, especially in Egypt and Tunisia, are not effectively addressing the factors that have led to the wave of Arab uprisings. ()
