 This year’s EuroMeSCo Annual Conference, entitled "Euro-Mediterranean Relations Between Continuity and Reinforced Cooperation. Quo Vadis Barcelona?", took place in Amman, on 16-17 October. It was organised in collaboration with our network partner and conference host, the Center for Strategic Studies (CSS), and counted on the support of distinguished European and Jordanian personalities and institutions. The choice of topic for this year’s conference fully corresponds to the current concern about Euro-Mediterranean relations that has dominated recent debates, in official, as well as academic and public policy circles. A French initiative designed to re-dynamize the somewhat languishing Euro-Mediterranean Partnership, forcibly introduced into the agenda the re-evaluation of the Process launched in Barcelona back in 1995. EuroMeSCo - through its seminars, workshops, and research papers - has itself been active in promoting this much needed debate on the achievements and short-comings of a project whose ambitions now seem in sharp contrast with the harsh realities existing around the Mediterranean. |

 The 2008 General Assembly, held in Amman following the EuroMeSCo Annual Conference, saw the entry into the network of nine new institutes. EuroMeSCo would like to welcome its new members: C•A•P, Germany; ISPI, Italy; FRIDE, Spain; CEMI, Tunisia; and the first ever Bulgarian member, BECSA. Those institutes accepted with an observer status included AFA, Egypt; Euromed Management, France; IMRI, Morocco; and GPoT, Turkey. This meeting of all EuroMeSCo network members also approved the upgrade of IEMed, Spain, from observer to full member status. |

 Three more EuroMeSCo Papers are now available online. In Paper 72, a new model for Euro-Israeli cooperation is critically outlined. Moroccan views of Western democracy promotion efforts, particularly in terms of their legitimacy and credibility, are analysed in Paper 73. Lastly, Paper 74 considers the impact of the democratisation process on the fragility of Middle Eastern states, using Lebanon and Palestine as case studies.  In the context of the Arab Week, celebrated at the European Parliament from 3-7 November 2008, the Euro-Med Delegation organised an afternoon seminar in cooperation with EuroMeSCo, which was held in Brussels on Monday, 3 November. Participants explored the future of the Union for the Mediterranean initiative from both a European and a Southern perspective, considering its potentials and added-value. The meeting was also attended by members of the public -including NGO representatives, journalists and students - who contributed useful questions to the debate.
