The socio-ecomic evolution in many Maghrebin, Middle Eastern and South-East European societies is growing in importance in order to explain their long term perspectives. Today the conflicts between states are less important than half a century ago. In our days, more and more conflicts take place inside the societies. It is generally admitted that the internal conflicts are connected with socio-economic development and overall conditions of the people.

The 2008 General Assembly, held in Amman following the EuroMeSCo Annual Conference, saw the entry into the network of nine new institutes. EuroMeSCo would like to welcome its new members: C•A•P, Germany; ISPI, Italy; FRIDE, Spain; CEMI, Tunisia; and the first ever Bulgarian member, BECSA. Those institutes accepted with an observer status included AFA, Egypt; Euromed Management, France; IMRI, Morocco; and GPoT, Turkey. This meeting of all EuroMeSCo network members also approved the upgrade of IEMed, Spain, from observer to full member status. |

 The European Commission recently approved financing for the Mediterranean Sea Basin Cross-Border Cooperation Programme, which is part of the European Neighbourhood Policy and its financing instrument 2007–2013. The Programme currently includes 15 EU Mediterranean and southern Mediterranean partner countries. The four Mediterranean Sea Basin CBC programme priorities are: • Promotion of socio-economic development and enhancement of territories; • Promotion of environmental sustainability at the basin level; • Promotion of better conditions for ensuring the mobility of persons, goods and capitals; • Promotion of cultural dialogue and local governance. Eligible organisations from participating regions, organised into partnerships, will have the opportunity to submit projects for funding through open calls for proposals.

 The 2009 European Citizens’ Consultations allowed citizens from all 27 member states to share their views on the future of Europe and its Union, at a time of economic turmoil and in the run-up to the European Parliament elections in June. Over the month of March, around 1,600 randomly selected individuals were asked to discuss their ideas in national-level consultations aimed at outlining ten action proposals for Europe at-large. For this purpose, Citizens' Consultation sites have been set up in all member state languages. The process culminate in a European Citizens Summit, held in May, when the results of these deliberations were presented to EU policy-makers.  EuroMeSCo's most recently published Papers address topics as diverse as the Arab Maghreb Union, migration policies in the Euro-Med area, and flexible multilateralism as a framework for relations. Paper 78 considers the popularity and future prospects of the AMU in Tunisia, exploring the aims and strategies of the regional integration project in the Maghreb. Paper 79 presents an initial analysis of how migration policies are being developed in five Mediterranean countries, focusing on the increasingly widespread approach of policy "externalisation" at the EMP level. Finally, Paper 80 assesses the flexible multilateral format of projects carried out under the Union for the Mediterranean umbrella, using cooperation initiatives in the field of civil protection as the example.  EuroMeSCo Paper 77 - Under the Shadow of 'Barcelona': From the EMP to the Union for the Mediterranean - charts the evolution of the project that dominated Euro-Mediterranean dialogue throughout 2008. This study provides a broad evaluation of the UfM, considering how it will be informed by the former EMP framework while simultaneously promoting greater cooperation and complementarity between partner states. It also considers the added-value of the UfM project, offering some useful recommendations for its future implementation.  Following more than 20 days of warfare in Gaza, Israel declared a ceasefire, saying it had fulfilled its strategic objectives. Hamas, in turn, confirmed that it would stop attacks for a week to allow the full withdrawal of Israeli troops. Amidst this tense and fragile calm, we would like to hear from you about the current situation in the Middle East, which has an impact on the global geo-political stage.

 The European Values Network is a platform of young European scholars and professionals seeking to propose solutions towards enhancing Europe's freedom, safety, strength and prosperity. Every year, new participants join the proposed annual programme and, within working groups, meet to prepare policy papers addressing major European challenges. The 2009 programme from March to June will consider issues such as the single European market; EU-Russia relations; European elections; the European defence policy; and the integration of immigrants. Participants of the EVN programme will first meet in Brussels to discuss their views in a bid to influence policy- and decision-makers. Each of the follow-up workshops, which are divided into 5 research groups, will focus on one of the identified challenges being faced by Europe and exchange ideas on how these could be tackled.
Over the following two months, individual research work will be undertaken, keeping in permanent contact with their group via e-conferences. The solutions elaborated will then eventually be presented to leading scholars, politicians, professionals, and NGO workers at a final conference in Prague, after which the resulting policy papers are published.
EVN 2009 is supported by the European Commission's "Europe for Citizens" programme. EVN 2008 was held under the patronage of the President of the European Parliament Mr. Hans-Gert Pöttering.
